He was born and raised in Dallas, Texas. He moved to the Tri-Cities in 1946, and he spent many years working at General Electric. He moved to Spokane in 1968 and was employed by the city of Spokane as an assistant city manager and as a labor relations consultant for the Spokane School District. He moved back to Kennewick in 1980, where he worked for the Benton County Public Utilities District, from which he retired. He then continued his own labor relations consulting business where he worked with municipalities throughout the state of Washington. Roy is survived by his wife of 52 years, Gail; daughter Teresa Carey; son, Kirk; son Kevin Nicole; grandchildren Kenna, Nick, Coleman, and Jamie.
