Norman Devon Moorer, 67, passed away at his home in Kennewick, Washington on December 23, 2015. Norman was born on June 29, 1948 in Georgiana, Alabama to Robert and Vesta Moorer. Norman married Melanie Harris on June 15, 1977 in New York. He received his Master's Degree in Business-Public Administration from Washington State University, Master's Degree in Business Administration from Nova University and a Bachelor of Arts Degree from Adelphi University. In 1984 he was elected President of the Benton-Franklin Chapter NAACP. From 1992-1994, Norman was appointed by Governor Booth Gardener to the African-American Affairs Commission. Norman proudly served in the United States Air Force from 1966-1970 (active duty) and 1970-1978 (reserves), holding the rank of Staff Sergeant when he was honorably discharged. In 1980, he worked as an Energy Conservation Specialist with the Department of Energy, New York Regional Office, transferring to Richland in 1981. He was promoted to Supervisory Energy Conservation Specialist in 1989. For eight years (1991-1999) he was the Team Leader for the Facility Transition Business Management Team. From 2009 until his retirement in April 2014 he was Deputy Regional Administrator for Benton-Franklin County DSHS. Norman enjoyed playing the electric guitar and bass guitar, watching sports, and playing cards with family and friends. Norman is survived by his wife of 38 years, Melanie Moorer; his children, Martin Moorer, Kimberly Moorer, and Angela Moorer, all of Kennewick. He is also survived by his granddaughter Jazmyne Maxine Perry; his nephew Stephen Harris, Jr.; his niece, Starr Harris, and also his cousins, Bobby Roper, Beverly Pearrear, Marie Cobbs and Diane Stone. He is preceded in death by his mother Vesta and his father Robert Moorer. The funeral service will be Saturday, January 2, 2015 at 11:00am at Mueller's Tri-Cities Funeral Home, 1401 S. Union St, in Kennewick, followed by a graveside service at Desert Lawn Memorial Park. Following the graveside service there will be an informal reception at the Moorer Residence, 3802 S. Buntin Loop, Kennewick, Washington. The family would like to thank all of their friends and family for their love and support through this difficult time.
